Job Description
AECOM is seeking a highly motivated and experienced NEPA Compliance Officer with a specialization in Paleontology to join our environmental team in Davenport, Iowa. This critical role involves ensuring compliance with the National Environmental Policy Act (NEPA) and other federal environmental regulations, specifically focusing on the identification, evaluation, and management of paleontological resources for a diverse range of projects. The successful candidate will play a key role in supporting federal agency projects, infrastructure development, and energy initiatives, contributing to the sustainable and compliant execution of our clients’ programs. This position requires a strong understanding of federal environmental law, particularly as it pertains to cultural and paleontological resources, and the ability to navigate complex regulatory landscapes.
Key Responsibilities
- Lead and manage NEPA compliance processes for projects with paleontological resource implications, ensuring adherence to federal laws and agency guidelines.
- Conduct research and analysis to identify potential paleontological resources within project areas.
- Develop and implement Paleontological Resource Management Plans (PRMPs) and provide recommendations for mitigation strategies.
- Prepare comprehensive NEPA documents, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs), sections related to paleontological resources.
- Coordinate with federal, state, and local agencies (e.g., BLM, USACE, NPS, FHWA) to ensure compliance with relevant statutes such as the Paleontological Resources Preservation Act (PRPA).
- Oversee and manage paleontological field surveys, data collection, and laboratory analysis, ensuring scientific rigor and compliance.
- Provide expert consultation and guidance to project teams, clients, and stakeholders on paleontological resource issues and NEPA requirements.
- Review and interpret paleontological survey reports and assessments prepared by third-party consultants.
- Lead public involvement efforts, presentations, and meetings related to environmental compliance and paleontological findings.
- Stay current with evolving federal environmental regulations, policies, and best practices relevant to NEPA and paleontology.
- Mentor junior staff and contribute to internal knowledge sharing and training initiatives.
Required Skills
- Bachelor's degree in Paleontology, Geology, Earth Sciences, Anthropology (with a focus on paleo-related topics), or a closely related field.
- Minimum of 4 years (48 months) of professional experience in NEPA compliance, environmental consulting, or a related field, with a significant focus on paleontological resource management.
- Demonstrated expertise in federal environmental laws, regulations, and policies, especially NEPA and the Paleontological Resources Preservation Act (PRPA).
- Proven experience in preparing NEPA documents (EAs, EISs) and related technical reports.
- Strong understanding of paleontological field methodologies, data analysis, and mitigation strategies.
- Excellent written and verbal communication skills, including technical report writing and public presentation abilities.
- Ability to manage multiple projects concurrently, meet deadlines, and work effectively in a team-oriented environment.
- Proficiency with Microsoft Office Suite.
Preferred Qualifications
- Master's degree or Ph.D. in Paleontology or a related discipline.
- Professional certification (e.g., AIPG Professional Geologist, or equivalent for paleontological resource management).
- Experience working with various federal agencies (e.g., Department of Interior, Bureau of Land Management, U.S. Army Corps of Engineers, Federal Highway Administration).
- Proficiency in GIS software (e.g., ArcGIS) for mapping and data analysis.
- Experience in the Midwestern United States or similar physiographic regions.
- Strong leadership and project management skills.
